Biomass package approved – October tender starts according to new rules

Initial situation

The Federal Network Agency (BNetzA ) opened the tender for biomass plants on August 27, 2025. This is based on the rules of the Biomass Package 2025, which was approved by the EU Commission on September 18, 2025.

Conditions of participation for operators

Anyone wishing to bid must observe a number of requirements:

  • Bid deadline: October 1, 2025, submission by midnight in Bonn.
  • Volume: 813 MW
  • Reporting obligation: Permits must be issued and entered in the plant register by September 3 at the latest. Existing biomass plants must also be entered in the MaStR by this deadline. The trade association is trying to convince the ministry of an ad hoc transitional solution for plants that would fall out of EEG funding at the end of 2025 but cannot participate in the tendering process, e.g. due to a lack of permits.
  • Maximum values: 19.43 ct/kWh (new systems), 19.83 ct/kWh (existing systems).
  • Formalities: Only use the current BNetzA forms. Handwritten or old versions will lead to exclusion.

EEG 2023 vs. biomass package 2025 – the differences

The two sets of regulations differ in some key points that are crucial for operators:

  • Flexibilization: In the EEG 2023, the surcharge for flexible capacity is €65/kW. In the biomass package, it rises to €100/kW – a noticeable difference that makes investments in flexibilization much more attractive.
  • Funding period: Under the EEG 2023, existing systems only receive 10 years of follow-up funding, whereas the biomass package provides 12 years – two additional years of planning security.
  • Assessment basis: The EEG 2023 limits the amount of electricity eligible for remuneration at a flat rate (45% of installed capacity). The biomass package introduces a new operating quarter-hour system that incentivizes more precisely, but is also more complex and uncharted territory for DSOs in particular.
  • Surcharge procedure: The EEG 2023 distinguishes between new and existing plants. The biomass package also privileges plants that are connected to a heating network – a clear advantage for CHP locations.
  • Remuneration at low prices: While the EEG 2023 only provides for no remuneration in the event of negative exchange electricity prices (from 100 kW), the biomass package already has a limit of ≤ 2 ct/kWh – regardless of the size of the system.
  • Volume: The tender under EEG 2023 comprises approx. 363 MW in October. With the biomass package, the volume could rise to around 813 MW – almost doubling the chances of being awarded a contract.
