From April 1, 2024, all participants in the electronic market coupling of electricity, such as metering point or transmission system operators and balancing responsible parties, are obliged to use the AS4 (Applicability Statement 4) transmission path for the transmission of all messages. Among other things, this applies to messages on metering and balancing data, master data and notifications on supplier changes. This measure aims to ensure a higher level of confidentiality, integrity and availability in the handling of communication processes.
e2m had endeavored to convert its systems and obtain the necessary security certificates in good time. We are AS4-ready by the deadline.
However, according to the industry association BDEW, around 50% of market players may not be able to use this new communication channel from April 1. One of the reasons for this is that the few certificate providers will not be able to process the large number of requests at the same time.
Past experience with equivalent conversions of market processes has shown that there may be delays in the provision of billing-relevant metering values on the part of the grid and metering point operators in the course of this conversion. In order not to impair the market processes, communication will still have to take place in part via the old method (e-mail – S/MIME) after April 1. We have also provided appropriate resources and systems for this case.
We would therefore like to inform you in advance: If no or implausible metering data is available by the billing date of e2m customer contracts, provisional billing will be carried out using the real-time data collected by us or the forecast data of the generation plant. If these are not available either, the average generation volumes of the last three previous months (if contractually agreed) will be used as the basis for provisional billing. However, this billing will be corrected as soon as the missing metering data is available to us.
